The space allocation plan shows whether there is sufficient room for all requirements in the specified quality (at departmental level as well as at the level of the organisation as a whole) and tells the planners where which usages and activities will be accommodated, which in turn allows them to e.g. design the building technology systems, review the fire safety concept, etc.
The functional floor plan and/or modular plan demonstrates that all required spaces and functions can be realised within the areas defined in the space allocation plan and in the specified proximity to one another. The definition of spaces as "open" and "closed" allows the planners to start thinking about building control systems and the dimensions of walls and doorways.
